Short answerPPWR entered into force on 11 February 2025 and applies generally from 12 August 2026, the same day the PFAS restriction for food-contact packaging starts. Harmonised labelling follows from 12 August 2028 at the earliest, recyclability, recycled content and reuse requirements from 2030, recycling at scale from 2035, and higher recycled content and reuse targets in 2040.

Key takeaways

  1. General application on 12 August 2026 brings conformity assessment, technical documentation, the EU declaration of conformity and the PFAS restriction for food-contact packaging.
  2. From 1 January 2030, packaging must reach recyclability grade A, B or C, plastic packaging must meet first recycled content minimums, and empty space in grouped, transport and e-commerce packaging is capped at 50%.
  3. Recycled content, empty space and labelling dates apply from the later of the fixed date or a period after the relevant Commission implementing act, so plans should track both.

The timeline runs in three phases

PPWR obligations arrive in three phases: legal foundation in 2025 and 2026, design requirements around 2028 to 2030, and tighter targets from 2035 to 2040. The first phase changes documentation and governance. The second changes packaging design. The third raises the bar on recyclability, recycled content and reuse. Companies that plan only for 12 August 2026 risk approving packaging now that becomes non-compliant in 2030, which falls within a single redesign cycle for many categories. The PPWR overview covers scope and roles.

Key milestones at a glance

The table lists the main milestones in the regulation as published. Dates marked conditional depend on Commission delegated or implementing acts and can shift.

Date Milestone Status
11 Feb 2025 Entry into force of Regulation (EU) 2025/40 Fixed
12 Aug 2026 General application: conformity assessment, technical documentation, EU declaration of conformity, heavy metal limits Fixed
12 Aug 2026 PFAS restriction in food-contact packaging above set thresholds Fixed
12 Aug 2028 or later Harmonised material sorting labels: 12 August 2028 or 24 months after the implementing act, whichever is later Conditional
12 Feb 2029 or later Reusability label and data carrier on reusable packaging Conditional
1 Jan 2029 Deposit return schemes for single-use plastic bottles and metal beverage cans, unless a Member State qualifies for the collection exemption Fixed, with exemption
1 Jan 2030 Recyclability: packaging must meet design-for-recycling grade A, B or C Conditional on delegated acts
1 Jan 2030 First recycled content minimums for plastic packaging Conditional on methodology act
1 Jan 2030 First reuse targets for transport, grouped and beverage packaging Fixed
1 Jan 2030 Maximum 50% empty space ratio for grouped, transport and e-commerce packaging; format restrictions in Annex V Empty space conditional
1 Jan 2035 Packaging must also be recycled at scale Conditional
1 Jan 2038 Grade C no longer sufficient for market access Fixed in current text
1 Jan 2040 Higher recycled content minimums and 2040 reuse targets Subject to review

Member States also carry packaging waste reduction targets per capita of 5% by 2030, 10% by 2035 and 15% by 2040, measured against 2018. These national targets often reach companies as fee pressure through EPR schemes.

Some dates depend on secondary legislation

Several headline dates apply only once the Commission adopts detailed rules, so planning should use the later of two dates. Recycled content minimums apply from 1 January 2030 or three years after the implementing act on calculation and verification, due by 31 December 2026, whichever is later (Article 7(1) and 7(8)). The empty space ratio follows similar logic with its own implementing act on calculation methodology. Harmonised labels apply from 12 August 2028 or 24 months after the labelling implementing act, whichever is later. That act, due by 12 August 2026, was still pending in October 2026.

Design-for-recycling criteria and performance grades require delegated acts per packaging category, which Article 6(4) schedules for adoption by 1 January 2028; grade-based market access then applies from 1 January 2030 or 24 months after those acts, whichever is later. Until those acts exist, companies can assess packaging against existing industry guidelines, such as RecyClass or CEFLEVER, as a proxy. Treat those assessments as provisional, because the official criteria may weight coatings, inks and small components differently. The design-for-recycling guide explains the grading logic.

Sequencing internal work

The dates translate into a work plan that front-loads data and back-loads redesign. A typical sequence for a brand owner looks like this:

  • 2025 to mid 2026: role mapping, packaging inventory, PFAS screening of food-contact packaging, templates for technical documentation and declarations of conformity.
  • 2026 to 2027: component-level data capture, supplier declarations, EPR registration review per Member State, preliminary recyclability assessments.
  • 2027 to 2029: redesign of packaging likely to fall below grade C, recycled content sourcing contracts, reuse pilots for transport packaging.
  • 2029 onwards: label artwork updates, annual recycled content and reuse evidence, monitoring of 2035 and 2040 requirements.

Packaging redesign typically takes an estimated 12 to 24 months from concept to shelf, including supplier qualification and line trials. That lead time makes 2027 the practical deadline for decisions on 2030 compliance.

What the 2040 targets mean today

The 2040 targets matter now because packaging lines, moulds and supply contracts approved in 2026 often run for 10 years or more. Recycled content minimums for plastic packaging rise sharply between 2030 and 2040, and food-grade recycled plastic supply is already constrained. The recycled content and reuse targets article sets out the tiers.

The regulation also contains review clauses that allow the Commission to revisit the 2040 targets and propose new requirements, for example on biobased plastics. A defensible plan builds the data foundation once and treats each later milestone as a new query on that data.

Frequently asked questions

Is 12 August 2026 the main PPWR deadline?

It is the date of general application, when conformity assessment, technical documentation, the EU declaration of conformity, heavy metal limits and the PFAS restriction for food-contact packaging start. The biggest design requirements, on recyclability, recycled content, reuse and empty space, apply from 2030.

Can PPWR dates move?

The dates in the regulation are fixed in law, but several apply from the later of a fixed date or a period after a Commission implementing or delegated act. If those acts arrive late, the obligation shifts. The 2040 targets are also subject to review clauses. As of October 2026, no amendment or Omnibus proposal has changed the application dates.

When do harmonised packaging labels become mandatory?

Under Article 12, the harmonised material composition label applies from 12 August 2028 or 24 months after the implementing act that specifies it, whichever is later. The act was due by 12 August 2026 and was still pending in October 2026, so the date may slip. Companies should plan artwork changes once the implementing act is published.
